I just bought a Sony Vaio VGN-FE660G laptop with an Intel Core Duo processor. According the what I've read, it secretly is a 64-bit chip. So is it okay to download the 64-bit version of Vista?

Core Duo: 32-bit or 64-bit ?
Get the 32 bit version of Vista. Core Duo is only 32 bit. the newer Core Processors (Core 2 Duo, Core 2 Solo) are 64 bit.

No, it is not 64-bit enabled. The next version of Core Duo (2), as Kip mentioned will be 64-bit enabled, its code named Conroe and Merom.
